Sounds to me like an excuse from an agency that doesn't want to do the work.
 
Missouri does an excellent job, we can even check numbers as they change throughout the day.

Ontario does a random mail survey at the end of the season. Harvest numbers are then generated based on the results of the survey, so there is a wide margin of error. Ontario's deer management philosophy is to provide hunting opportunities while trying to keep deer densities within the carrying capacity of the land. There is no quality deer management. The MNR (ontario's version of a DNR) used to collect jaws for aging but don't do that anymore. We don't even have to check in our deer; just shoot 'em, tag 'em, and bring 'em home. Compared to other places, Ontario's deer management program is run on the cheap.
