Public land and Quota hunting

I'm still fairly new to hunting and I have a few questions regarding hunting public land in FL:
 
1. Are Quota permits only for WMA's?
2. Can you only hunt a WMA if you have a WMA permit? In my hunter safety class they stated that you can hunt a WMA after the first 9 days of the season.
3. Is it worth trying to hunt Public land? My perception from what I hear is that it's not worth it here in FL.
 
Regarding question # 3, I was reading an article in Field and Stream and they mentioned that the average hunter only ventures no more than 3/4 of a mile from where they park. I figure if you go deep in the land (a few miles) that you might have a different outcome.
