You don't "need" to. It would be best if you worked up the ground,seeded it, and then went over it with a cultipacker or roller. The better the soil contact the better the odds are of it germinating.
 
Rye is also a good choice.

I lightly disc ...or till it in.... Idon't buy and seed and work the ground to feed the crows/birds and the turkey...once they find it ...it's a scratch and feed fest.....I some times buy those ...kids whorly wigs and stick them in the ground here and there....the shine silver colored ones ....the movement from even a slight breeze helps...and they last for several years
