I know WI has Open Carry laws, but is it legal to carry a handgun while bowhunting?

Probably varies by state.

We can carry at all times on any management area (sans a couple) during archery if you hold a CWP.

I am a former resident of Wisconsin and a former game warden in that state. The laws back in the days I lived there (I left in 1986) allowed a bow hunter to carry a .22 caliber handgun which "could be used for any game that could be legally taken with a .22 caliber rifle". So if you had a small game license, you could theoretically carry a handgun (open carry) to hunt squirrels and rabbits (or raccoons,porcupines,etc). The laws may have changed since wolves were re-introduced to the state. I 'd check with the present authorities before carrying anything.

Very sad.  I don't believe there is much any un-armed person could do to stop a wolf attack if there are more than three of them.
