I hunt over bait all the time. It's called soybean fields, corn fields, winter wheat, etc.
Not sure how I feel about true "baiting". I've never done it. I remember reading that it may not actually help hunters. If the deer know the bait is there, they may just wait til dark to get it. Not sure if that's completely true however.
