ATV tax fee what happened

did anyone other than me purchase a ATV about 10-12yr's ago and get charged that 50 or 75 dollar tax that was suspose to be used to get some riding trail's. Guess what the trail's never came and my money was never refunded where the hell did it go. For those of you in northern IL that might know of Bob Joe Honda and had purchased something there in the past you will know what I'm talking about. I went back out there not to long ago and asked when we were getting our trail's to ride on. And the guy said you never got your money back from the state they did away with that riding program. I said no and he told me I should have. My point is this state is never going to give us sportsman a voice. Just wondering if anyone else remember's this.
