Like Goose said, unless his injury might cause premature death in the coming year, let him go till next year. You might be pleasently surprised.

And the deer does look like his velvet is coming off. I remember the first buck I ever killed had all the velvet on him in mid September.

Remember that a deer gets half of it's genes from the mother and half from the father.  So, when it comes to "culling", it would be very difficult to figure out which does are carrying the poor genes that will affect it's offspring's antler growth.
