Welcome to the forum. I can't answer you question, I'm in Ohio, but the DNR in MN could. I would suggest calling them, or looking up their regs online. Good luck with that, and good hunting.
The only real difference between a good tracker and a bad tracker is observation. All the same data is present for both. The rest is understanding what you are seeing.
