Administrative code allows unelected state employees to create laws outside the legislative process. Also, It should be noted that the bread and butter of the Conservation Congress is administrative rules since statutory matters are the preview of the legislature.
This broad rule making authority is a very powerful thing for departments like the DNR and can certainly be abused. I think that is about to change. Kudos to Governor Walker for understanding and setting about correcting this matter.
Now this is just a wild hunch but something tells me our new governor has read the book called "How the DNR stole Wisconsin" and is not happy with whats taking place.
