The Pennsylvania Game Commission recently issued it's 10-year plan for managing whitetails. It's worth reading, and there's a lot more in it besides where deer management is heading. Many of the questions people ask on these forums are answered in this 123-page report. It's in pdf format and can be downloaded for free at the PGC website.
