I'd check to see what the fine is to just off the bear. If it's less the fine for illegal feeding ... there's your solution. <sarcasm off>

I'm not sure I would ever want to move to NJ no matter what amount of money that a job offered, especially now with a governor and activists as potent as they come for anti hunting that are ignorant as what this regulation stands for.   Speaking of trash cans, shouldn't NJ be put in one!!!!   Hahahah.  [:D]

I'm a Jersey resident, and I must confess that is in fact the most asinine thing I've ever heard...although given our leadership I'm not surprised either.  I do know the area/town and have friends in Newton as well...excellent deer hunting there but the black bear population there does need some controlling of sorts.  Apparently common sense is an uncommon virtue with our local leadership.

That is Asinine!!!! What judge will agree with the state when the 85 year old "Grandma Jones" puts her garbage out in a plastic garbage can because her welfare check won't allow her to spend $250 on a different can.
 
Don't the bears belong to the state?  In Wisconsin we are told the wildlife belongs to the state.  Well, if that's the case I'd sue the state for allowing their property to steal my garbage and tresspass on my land!  Maybe I'd find a brain-numb judge to agree with me there!!!!!
