Correct me if I'm wrong Deebz, but I think they call that a vestigial twin. one develops and the other is mostly absorbed.
The only real difference between a good tracker and a bad tracker is observation. All the same data is present for both. The rest is understanding what you are seeing.

That sounds about right... It's basically the same thing as conjoined twins, except that for whatever reason the 1 twin didn't develop fully and got mostly absorbed like Kellory says. It can also be caused by an embryo beginning to split into two (the way identical twins form), but the split is incomplete.
This is probably more common than we really know about since deer have twins so often. It shows up in humans even quite a bit. I actually dated a girl when I was in high school that had a cyst removed from her abdomen when she was in 2nd grade. I guess the cyst was roughly the size of a softball, and when they biopsied it they found teeth and hair inside...
