Who said anything about the Constitution? Besides, hunting is a PRIVILEGE and not a right, or at least not a right spelled out in the Constitution. In fact, wild game belongs to THE PEOPLE OF THE STATE, and therefore that individual state is charged with managing that game in the name of the people of that state. In that light then, a state has the right to make laws in conjunction with that wild game as it sees fit.
This is why we have a whole pile of differing laws from state to state, from baiting, to crossbows, to even the use of treestands. It wasn't all that long ago, that the use of treestands was not legal in Michigan.
